The Procurement Operations Supervisor will report to the El Segundo Procurement Manager and is responsible for providing reliable procurement operational and materials management support to the Refinery. This position manages both the Procurement Buyers as well as the Material Specialists working in the Warehouse. The Procurement Operations Supervisor works closely with Refinery Stakeholders as well as the Refinery Procurement Manager and Corporate Manufacturing Procurement to ensure corporate strategic initiatives are enabled and executed well.

Position Details:               

Responsibilities for this position may include but are not limited to:

Delivery of Procurement Operations and Material Management initiatives and customer needs in conjunction with the Refinery Business Plan and Manufacturing Procurement strategies and plans. Resolve day to day operational issues.

Management of Procurement Operations:
Manage team of Buyers with responsibility for setting goals, motivating work force, monitoring performance, coaching work force to improve performance and develops workforce organizational capability. Validates that Buyer's PMP's are aligned to Manufacturing Procurement initiatives and strategies, receive appropriate development and coaching for job activities and duties, and adherence to work processes and policies., work prioritization, .
Manage Refinery Procurement Operations with expertise in procurement through payables process, champion of best practices and trends, of materials and services management, asset investment recovery principles, and small business metrics, which impacts the business unit and operating company.
Must ensure delivery of efficient, compliant, reliable and integrated Procurement Operations Monitors transactional procurement functions (e.g. requisitioning, ordering, expediting) to ensure that strategic processes support the function and that transactional processes adhere to strategic objectives (e.g. P2P metrics).

Management of Materials Management:
Manage and provide leadership counsel to the Warehouse Supervisor.
Responsible for the Materials Management activities for receiving of goods, stock buying and inventorying, and kitting of routine maintenance material requirements.
Establishes and promotes a culture of best-in-class process, programs and system development to ensure material management is low-cost and reliable. Develops and leads the implementation of standard business work processes as they relate to materials management.
Gathers metrics key learning's, leverages best practices, shares lessons learned and implements changes to achieve continuous improvement in MM. Conducts training sessions as required.
Ensures that El Segundo's Procurement Operations processes and systems support compliance with SOX requirements and Corporate Policy. Specifically accountable for ensuring transactions processed comply with Policies 190, 420, 422, 132, 500 and 564.
Monitor safety activity of work areas and facilitate the adherence to safe work practices; champions LPS within work group and refinery.
Accountable for resource and budget management for Procurement Operations Team and Material Management.
Participates on the Manufacturing Procurement Operations Forum: provides recommendation and expert counsel to POF on procurement processes, systems utilization, compliance, and material management.

Required Qualifications:

Bachelors degree, preferably in Engineering or Supply Chain Management
Minimum of 10-20 years Supply Chain Management experience, ideally with a focus on inventory or procurement management
Minimum of 3 years experience in a leadership or supervisory role

Preferred Qualifications:

Refinery Experience
Management experience with a represented workforce
Knowledge of multiple complex Procurement applications (e.g. Ariba - e-Procurement, Buyer, P-Card, Contracts, SAP, Maximo) and related business processes.
Experience with materials management processes and warehouse operations.
